When you see "National Policy" (with capital letters), it's about a plan from Canada's first Prime Minister, John A. Macdonald, to protect Canadian businesses by adding taxes to foreign goods. More generally, a "national policy" (lowercase) means a government's big plans for the country, like encouraging people to move west or building a railway across Canada.
